Phantom rates at Hilton?

I have often seen phantom (teaser?) rates that show up on the initial inquiry, but are nowhere to be found if one drills down to make a booking. For instance, look for a stay in Istanbul, from 5-6 June 2015.

The HGI at the airport shows up at the initial display with a rate of TRY 186. However, if you select this hotel, the TRY 186 rate cannot be found.

Am I missing something or what is going on?
