Embassy Suites and DM upgrades

Now the hotel benefits section of the HHonors site gives choices of either 1000 extra points or water and fruit, etc. My question is, do ES upgrade room types for a Diamond? I ask because more and more I am seeing an "executive level" with access to snacks and beverages and I have been twice placed into that level though I did not book that level.

So, does ES upgrade a Diamond as a regular perk or is it just property specific?
