Check for "Value of Rewards"

(I can't be the only one, but I can't find any discussion of this no matter what I search for.)

I got a check in the mail from American Express (via RUST Consulting) for a few dollars. The check says it is "for the value of rewards earned in connection with" my American Express Hilton HHonors credit card. "We were unable to credit these rewards to your account at the time they were earned."

Of course what I want to know is:
  • How many HHonors points did they fail to credit at the time?
  • Why are they sending a check rather than the points?
  • What value are they assigning to the points to come up with the dollar amount of the check?

I called the number listed, and the rep was unable to tell me anything other than the issue was that at some merchants I didn't get the additional points I was supposed to, such as drugstores or supermarkets.

I'm wondering if the points might be more valuable than the few dollars of the check, since I usually only use HHonors points at very high-cost hotels.
